Human Resources Assistant/Payroll/Benefits Specialist

BHI is also a social rehabilitation agency providing a full range of Medi-Cal services to adults with co-occurring serious mental health and substance use disorders. Bonita House, Inc. administrators Integrated Dual Diagnosis Treatment site-based and field-based programs at eight locations throughout Alameda County. BHI prides itself on providing clients with evidence-based practices promoting dual-recovery in a client-driven system.

Position Summary:

Under the general direction of the Director of Human Resources, the Human Resources Assistant/Payroll Specialist is responsible for overall processing, coordinating, and reviewing of payroll for Bonita House employees. The candidate will provide support in functional areas of Human Resources, including recruitment and employment, personnel records, employee relations, compensation management, benefits administration, payroll, and training. 

Duties and Responsibilities:

1. Accurate and timely payroll processing for BHI employees using Time2Pay, a proprietary and robust Accuchex payroll management software platform for both exempt and non-exempt employees.
2. Administer all employee benefits
3. Ensure compliance with agency policies/procedures by reviewing all HR/BHI manuals relevant to the position, as well as federal / state payroll laws and regulations
4. Work with managers to ensure employee payroll hours are submitted accurately and approved on a timely basis every pay period
5. Monitor, retain and secure proper payroll documentation
6. Follow up with managers and employees if there are discrepancies on payroll time or information
7. Assist in providing supporting documentation for annual audits
8. Communicate effectively in a manner that promotes trust and cooperation
9. Assist the Director of Human Resources with the recruiting process of potential applicants
10. Maintain current job postings on various websites--including BHI's
11. Assist with planning agency-wide training
12. Assist in facilitating, processing and onboarding new hires through orientation
13. Assist in facilitating, processing and offboarding terminated employees with paperwork
14. Help in calculating and preparing manual checks requests.
15. Maintain and update employee wage and salary files
16. Oversee and maintain the employee personnel, payroll and benefit files in accordance with federal and state requirements.
17. Respond to and complete employment verification and pre-employment screening (background checks and drug tests).
18. Assist with processing all PTO and leave of absence administration.
19. Other duties/projects as assigned by Director

Skills and Competencies:

 Ability to work collaboratively with colleagues at all levels of the organization.
 Working knowledge of payroll taxes at federal, state and local levels
 Proactive, high degree of accuracy and detail orientation required
 Proficient in MS Office with strong Excel skills
 Strong work ethic and team player
 Ability to deal sensitively with confidential material and information
 Strong interpersonal (verbal and written) communication skills

Minimum Qualifications:

 Minimum of 3 to 5 years of experience in processing payroll, preferably in the non-profit sector.
 Bachelor Degree in Human Resources, Business, Accounting or Finance
 Familiarity with Time2Pay, Accuchex payroll management platform and/or similar payroll platforms is a plus.
 Must be able to meet Immigration Reform Act of 1986 requirements.
 Must have valid California Driver's License and a driving record acceptable to the Agency's insurance company.
